"Madad… Weaving the Beginnings," the First Conference of the Fund with Tribal Leaders and Partners in Hebron Governorate

The Palestinian Maintenance Fund (PMF) held its concluding conference in Hebron under the patronage of the Governor of Hebron, with the participation of tribal leaders and partners, as part of the “Empowering and Protecting Women Eligible for Maintenance” project, funded by UN Women. The conference aimed to strengthen strategic partnerships with tribal reform leaders and highlight their essential role in supporting the Fund’s mission to ensure justice and hold accountable those evading family law obligations.

Governor of Hebron, Major General Jibrin Al-Bakri, praised the Fund as a shining example in Palestinian society, safeguarding the dignity of vulnerable groups, protecting them from deprivation and exploitation, and promoting social cohesion. He emphasized the importance of sustainable partnerships with tribal leaders and community committees to support the Fund in securing entitlements and enforcing obligations.

Fatima Al-Muqatt, PMF Director General, highlighted the Fund’s commitment to its legal, social, and ethical responsibilities. She emphasized that through innovative partnerships and flexible, effective approaches, the Fund empowers vulnerable groups while mitigating social conflict and promoting community stability.

One of the Fund’s beneficiaries, Samah Amro, shared how PMF enabled her and 14 other women to form the “Madad Network,” building skills, knowledge, and leadership to empower women socially, economically, and psychologically, ensuring they can advocate for themselves and their communities.

The UN Women–funded project provides legal support, consultations, and advocacy for women eligible for maintenance across all Palestinian governorates. It also promotes economic empowerment through stipends and incentives, and strengthens women’s roles in preventing local disputes and fostering social cohesion, exemplified through the creation and expansion of the Madad Network across Palestine.
