Measures Taken to Recover Public Funds

1. Mediation
Mediation has been adopted as one of the Fund’s key approaches to recovering its funds and settling files that have remained unenforceable for decades in the enforcement courts due to political, social, or economic constraints. Through coordination and networking with tribal leaders, family councils, and community influencers, efforts are made to hold obligated persons and their families accountable for settling accumulated debts. This ensures the continuity of the Fund’s services while also restoring fractured family relations and preserving the social fabric to provide a supportive environment for fathers, mothers, and children.

2. Legal Measures
The Fund also undertakes a series of legal procedures against obligated persons to reclaim its disbursed funds, including:

a. Issuing imprisonment orders and circulating the names of obligated persons at border crossings in cooperation with the Judicial Police.
b. Requesting official information regarding movable and immovable assets registered under the names of obligated persons, for the purpose of seizing them in favor of the Fund.
c. Concluding settlements with obligated persons to collect the amounts the Fund has paid to the beneficiaries.


Settlements concluded: 188 (including 51 in 2023).
Investigations conducted: Tracing movable and immovable assets in cooperation with partner ministries and governmental bodies.

  • In 2023, the Fund followed up on 1,621 enforcement cases, compared to 1,416 in 2022 and 1,211 in 2021.

  • A total of 7,209 legal actions were taken in 2023, compared to 7,311 in 2022 and 4,464 in 2021.

  • 1,954 imprisonment orders were issued against judgment debtors.

  • 188 settlements were concluded, of which 51 were finalized in 2023.
  • Investigation and verification of movable and immovable assets with all the Fund’s partner ministries and governmental bodies, which totaled 1,293 in 2024. Such as:
